“Sustainable Development of Mountain Territories” (IISTC “Mountains”)
To carry out fundamental and applied research concerning creation and development of biospheric reserves in Caucasus, power engineering, environment protection and rational nature management, complex study of social-economic problems of mountain regions on the basis of mutually beneficial cooperation with state and non-governmental institutions, organizations and various enterprises the International Innovation Scientific-Technological Centre “Sustainable Development of Mountain Territories” (IISTC “Mountains”) was established on the 1st of July 2008 as a scientific department of the North Caucasian Institute of Mining and Metallurgy (State Technological University) (SCIMM (STU)) on the basis of the Institute of Geology and Rational Nature Management (IGRNM). The Centre was founded on the grounds of resolution of the Academic Council of the SCIMM (STU) of the 26th of March 2008, №7 in accordance with the protocol resolution of the Government of the Russian Federation of the 28th of June 2007 №25 (part II, p. 12) by the order of the rector of the SCIMM (STU) Vagin V.S. of the 26th of March 2008 №157/ОД. At the same time the regulations about the International Innovation Scientific-Technological Centre “Sustainable Development of Mountain Territories”, IISTC “Mountains” structure were confirmed and administrative and managerial staff members of the centre started their work on 1st of July 2008. Besides, work spaces in the building №15 of the SCIMM (STU) at 15, Pozharsky Str., have been secured for the centre.
Main directions of the Centre activity:
- Studying the problems of science, education, culture, economics and social sphere (social-economic block).
- Creation and development of biospheric reserves.
- Researches and development in the field of environment protection and rational nature management.
- Studying power problems, development and introduction of energy-saving technologies, creation of scientific and technological basis for application of non-traditional and renewed energy sources.
It is planned to carry out a complex of arrangements on each direction that will provide development of new innovative technologies, creation of pre-production models, application and technical support of a product (technology).
The choice of directions is caused by the type of activity of main executors, the problems facing the Centre, the long-term scientific and practical margin, as well as by patents and certificates of authorship received as a consequence of researching results.
The created variant of the International Innovation Scientific-Technological Centre “Sustainable Development of Mountain Territories” corresponds to the criteria of the “UNESCO Category II Centre”. The main activity directions and a circle of participants of researches in these directions (scientists from Armenia, Azerbaijan, Kirghizia, Switzerland, etc.) entitle to call the Centre "International".
Financing of the Centre activity for long-term prospect will be developed of 3 basic components:
- the federal budget (basic financing of an administrative and management personnel at a rate of 1,8 million rubles per year and in the form of participation in federal competitions, grants, scientific and technical projects making up 40%);
- the republican budget (participation in republican competitions, grants, scientific and technical projects - 15%);
- own funds (means of participants - 15%, and means from performance of scientific and technical projects under economic treaties and applying results of initiative researches and development projects making up 30 %).
The research works on main activity directions were made by the Centre on its own and together with other departments of the university with participation of other organizations-contractors in 2008.
So, the Department of Innovation Technologies in ecology and rational nature management has implemented the following works:
- Together with the contractor, the Geophysical Centre of Experimental Diagnostics (GCED) of the Vladikavkaz Scientific Centre of the Russian Academy of Sciences (RAS) and the Government of RNO-A works were completed and transferred to the customer – the state unitary enterprise «Investments management» of the Ministries of Architecture and Building Policy of RNO-Alania – reporting materials on theme «Estimation of seismic danger (seismic microdivision) of territories of cities and settlements of the Republic of North Ossetia-Alania (the first stage)». These researches were carried out within the framework of preparing the project on the territorial planning scheme of the Republic of North Ossetia-Alania.
- Researches on a theme: “Revision inspection of deposits and ingress of cement stuff and facing dolomite in mountain and submountain parts of RNO-Alania” have been conducted under the State contract №19 of the 30th of June, 2008. The report is handed over to the customer – “Management on performing nature preserving programs and ecological education” of the Ministry of Environment and Natural Resources Preservation of RNO-Alania.
- Research works on another theme are also finished: “Searching and estimating high-quality clay stuff of multi-purpose use in submountain part of RNO-Alania”, which were conducted on the basis of the State contract №20 of the 30th of June, 2008, with the same customer. Both works were carried out within the framework of realization of the “Regional target program of studying the bowels and reproduction of mineral and raw materials source on the territory of the Republic of North Ossetia - Alania for the years 2006 – 2008”.
- The head of the department, PhD, professor M.G. Berger, continues his researches of genesis and laws of ingress - so-called «Genaldonsky catastrophe» - of gas-dynamic emission of the Kolka glacier on the 20th of September, 2002, and others glacio-dynamic events preceding the pulsations of Kolka glacier. Within the limits of these researches the author has prepared three monographies, the last one in 2008, – «Geodynamic system of Kolka glacier: the questions of forecasting and regulation of its development». - М: publishing house LKI, 2008. – 264p.
The Department of Innovations in Power Engineering and Energy-Saving conducted the following researches in 2008:
- Within the framework of the federal and regional programs of rising the efficiency level of power supply and energy-saving:
1.1 “Concept of power industry development of the Republic North Ossetia-Alania” (2008) has been worked out;
1.2 Taking part in the development of the “Rules of retail electric power markets functioning in transition period of power industry formation”, decreed by the RF Government Regulation № 530 of the 31st of August, 2006.
- Within the framework of the federal program on certification electric power suppliers:
2.1 Research works on the theme: “Testing and analysis of quality indices of the electric power served to household consumers (citizens) by the distribution networks of the public corporation “Russian Railways” branch – “North Caucasian railway in RF regions”, Moscow (№1693 of 30.05.2008).
2.2 Works on the theme: “Studying and developing measures on improving electric power quality in network systems of IDGC”, Stavropol, (№ 1699 of 28.08.2008).
- Research works conducted in accordance with the plans of scientific researches carried out on the instructions of the RF Federal Education Agency:
3.1 “Modeling logic schemes of energy-saving nature preserving technologies management considering the region’s specificity” (№RK 01.990.006033).
3.2 “Automated control systems development in the sphere of power engineering and gas industry natural monopoly regulation” (№ RK 01.20.02.14566).
3.3 “Development, analysis and creation of information-managing system of municipal education” (№RK 01.20.0509492).>
- Professor, PhD Khuzmiev I.K. has published a monography “Concept of power industry development of the Republic North Ossetia Alania”. Vladikavkaz: publishing house “Public Company Osetia-Poligraphservis”, 2008. – 88 p. Together with doctor of science Moskalenko I.V. (UGMK) he has issued a book “Energy-saving is a development basis”. Vladikavkaz: publishing house “Mavr”, 2008. – 184 p.
Besides, the staff members of the Centre and other divisions of the university have conducted all necessary preparatory work on edition of the scientific journal «Sustainable Development of Mountain Territories» by periodicity of 4 numbers in a year.
The journal is registered as mass media by the Federal Agency on Supervision of Legislation Observance in the sphere of mass communications and cultural heritage protection (certificate of registration PI №FC77-27831 of the 19th of April, 2007); it is also given the standard numbering of serial editions (International Standard Serial Numbering) ISSN 1998-4502.
The editor-in-chief of the journal is Vagin Vladimir Stefanovich, the scientific supervisor of the Centre, PhD, professor, rector of NCIMM (STU).
The subjects of the journal «Sustainable Development of Mountain Territories» include the following sections:
Social-political, cultural and legal problems of sustainable development of mountain territories (deputy editors-in-chief in this field – RAS academician M.Ch. Zalikhanov and PhD A.S. Dzasokhov).
Geographical, ecological, medical-biological and recreational questions of sustainable development of mountain territories (deputy editors-in-chief in this field – RAS academicians V.M. Kotlyakov and V.N. Bolshakov).
Technical and Technological questions of sustainable development of mountain territories (deputy editors-in-chief in this field – Corresponding Member of RAS L.A. Puchkov).
Economic aspects of sustainable development of mountain territories (deputy editor-in-chief in this field – PhD G.V. Ross).
The subjects of the journal are, from the one hand, diverse, and, from the other hand, are united by the general idea of systemized approach to solution of problems of sustainable development of mountain territories.
At present time Centre is in a formation and development stage. The conducted researches are mainly financed at the expense internal funds.
The number of Centre participants is constantly increasing. The plans and programs of research works are still in the process of formation and updating. Materials for sharing in competitions and tenders are being prepared.
A part of researches and works transferred and planned by the Centre for 2009 and next years is listed below:
- “Searching and evaluating works on mining stuff on the territory of RNO-Alania in 2009-2011”.
- “Testing and analysis of quality indices of the electric power served to household consumers (citizens) by the distribution networks of the public corporation “Russian Railways” branch”.
- “Searching and evaluating works on agricultural stuff and mineral fertilizers on the territory of RNO-Alania”.
- “Studying and developing measures on improving electric power quality in network systems of IDGC”.
- “Development of information-managing system of power supply of the region”.
- “Development and realization of the innovative project “Silicon Valley “TAGAURIYA”” in RNO-Alania”.
- “Searching and evaluating works on precious and semi-precious stones”.
- “Working out sustainability estimating indices of social-economic development of mountain territories of North Caucasus”.
