THE FIST STAGE
In compliance with the directive of UNESCO in the part concerning the establishment of the institutes and centres of UNESCO (Category 2) the Government of the Russian Federation and RNO-Alania, the ministries and departments of RF and North Caucasian institute of mining and metallurgy (state technological university) have fulfilled the following actions:
- The idea of the establishment of international centre was initiated and then supported in the resolutions of IV-th and V-th conferences “Sustainable development of mountain territories”, held in Vladikavkaz;
- A series of appeals to the Secretary General of UNESCO concerning the idea of establishment of the centre “Sustainable development of mountain territories” were made by the President of RNO-Alania Alexander S.Dzasokhov;
- In 2005 in UNESCO headquarters the presentation of the centre “Sustainable development of mountain territories” was made. The following information was provided:
- the functions and tasks of the Centre;
- system of machinery of government taking into consideration the creation of the International coordinating board of the Centre;
- funding sources;
- In 2007 the IInd international seminar on establishment of the centre “Sustainable develop0ment of mountain territories” was held in Vladikavkaz with the participation of plenipotentiaries of Russia, Armenjia, Azerbaijan, France, Switzerland, Turkey and Kirgizia. The participants of the seminar supported the idea of establishment of the centre in Vladikavkaz;
- According to the introduction of the Head of RNO-Alania Taimuraz Dz.Mamsurov and the Government of the Russian Federation, and according to the protocol decision of 28 July, 2007 №25 ((section II, item12) the decision on establishment in Vladikavkaz the International innovation scientific and technological centre “Sustainable development of mountain territories” was taken;
- In agreement with the Ministry of economic development, the Ministry of Finance, the Ministry of education and science of the Russian Federation, the Academic Council of NCIMM(STU) made the decision of 26 March,2008 on establishment of the International innovation scientific and technological centre “Sustainable development of mountain territories” on the basis of Institute of geology and conservation of nature, NCIMM(STU). The founder of the Institute was academic of the Russian Academy of Sciences V.Goncharov;< p>

- from Azerbaijan – E.K.Alizade, Ph.D., Professor of the Institute of Geography, the National academy of sciences, Baku, Azerbaijan.
- The Academic Council of NCIMM(STU) in accordance with established procedure approved:
- the Regulations of the IISTC “Mountains” (2008);
- the Concept of the IISTC " Mountains " activity:«Through the international cooperation to the sustainable development of the Caucasus»;
- the Plan of the International innovation scientific and technological centre “Mountains” (IISTC “Mountains”) activity on participation and conducting international actions in the field of the sustainable development of mountain territories in 2009-2010.
CONCLUSION:
The first stage of application, presentation and establishment of the Centre is accomplished in compliance with the directives of UNESCO.
THE SECOND STAGE
With the purpose of feasibility study by the Commission of UNESCO Secretariat of conferment Category 2 under the aegis of UNESCO to the International innovation scientific and technological centre “Sustainable development of mountain territories» we present by order of the Government of RNO-Alania the requested characteristic of the Centre.

- Interrelation of the IISTC ”Mountains” activity aims and the aims required by the Rules of UNESCO
The main objective of UNESCO is to assist in strengthening of peace and safety by means of increase of cooperation between nations in the fields of education, science and culture for the sake of guaranteeing of universal respect, justice, legality and human rights, as well as fundamental freedoms declared in the Charter of the United Nations, for all people without distinction of race, sex, language or religion.
The main objectives of the IISTC ”Mountains”:
- Development of scientifically well-founded strategies of the sustainable development of mountain territories, technologies and methods of the solution of economic, social, informational, energy and environmental problems of the Caucasus and other mountainous countries;
- Combination of efforts of the representatives of science, education, industry and business of the Caucasus directed to the solution of relevant problems of the maintenance of peace and safety in the Caucasus;
- Creation of multiple-discipline centre for training, retraining and advanced training of experts for the enterprises and establishments of mountain territories with a qualified personnel and a high level of material support.
CONCLUSION:
The objectives of the IISTC “Mountains” correspond to the main objective of UNESCO and are directed to the attainment of its strategic program priorities.
- Regional and interregional significance and influence of the IISTC “Mountains” upon the solution of problems of sustainable development of mountain territories and the possibility of pursuing UNESCO policy in the region.
2.1. Over 17 years the following actions of an international scale have been held in RNO-Alania with the participation of NCIMM (STU).
I-st International conference “Ecological problems of mountain territories”, 20.10.1992.

2.5. The leaders of RNO-Alania, scientists and experts of NCIMM (STU) and the IISTC “Mountains” took part in the following actions outside RF:

CONCLUSION:
The IISTC”Mountains” according to the results of its activity has a great regional and interregional significance in the field of research activities of the sustainable development of mountain territories, takes part and conducts international conferences, including those conducted under the aegis of UNESCO, promotes the distribution of policy and influence of UNESCO on the mountain territories of the Caucasus.

CONCLUSION:
Scientific directions of the IISTC “Mountains” activity, its hardware and dataware, staff list are the evidence of the scale of the problems set before the Centre , its extensive possibilities in solution of problems of sustainable development of mountain territories
- Complementarity of the IISTC ”Mountains” activity and the activities of other centers under the aegis of UNESCO and scientific organizations of the Russian Federation and foreign countries
4.1. There aren’t any centres on sustainable development of mountain territories in the list of the institutes and centres under the aegis of UNESCO (Category 2), so there isn’t any doubling of the IISTC ”Mountains” activity.

- Staff maintenance costs – 17 people, 3.2 million roubles per year (funds of Federal education agency)
- Direct federal financing of fundamental research through Federal Education Agency- 2.3 million roubles
- Participation in republican programs – 6.3 million roubles
- Participation in federal target programs – 10.1 million roubles
- Participation in international programs (Tempus, international grants of the Russian Foundation for Basic Research, etc.) – 1.3 million roubles.
CONCLUSION:
The presented structure and the amount of financing of the IISTC ”Mountains” are the evidence of the Centre’s financial stability.
SUMMARY:
We think that the presented materials certify in corpore that the IISTC “Mountains” meets the demands of the special resolution of UNESCO on Category 2 canters assessment and it deserves to be conferred the status of the Category 2 Centre under the aegis of UNESCO.
