Session of the working group with the participation of UNESCO experts on study of possibility of conferring Category 2 under the aegis of UNESCO to the International Innovation Scientific and Technological Centre “Sustainable development of mountain territories ”(North Caucasian Institute of Mining and Metallurgy) 17-19 June Vladikavkaz

Первый этап

The fist stage:

В соответствии с директивами ЮНЕСКО в части, касающейся создания институтов и центров ЮНЕСКО (категории 2) Правительством РФ и РСО-Алания, министерствами и ведомствами РФ и Северо-Кавказским горно-металлургическим институтом (государственным технологическим университетом) по реализации первого этапа, были выполнены следующие мероприятия:

In compliance with the directive of UNESCO in the part concerning the establishment of the institutes and centres of UNESCO (Category 2) the Government of the Russian Federation and RNO-Alania, the ministries and departments of RF and North Caucasian institute of mining and metallurgy (state technological university) have fulfilled the following actions

1. инициирование идеи создания международного центра, поддержанной в резолюциях V и IV Международных конференций «Устойчивое развитие горных территорий» г. Владикавказа

   The idea of the establishment of international centre was initiated and then supported in the resolutions of IV-th and V-th conferences “Sustainable development of mountain territories”, held in Vladikavkazp

2. реализована серия обращений Президента Республики Северная Осетия-Алания А.С. ДЗАСОХОВА к генеральному секретарю ЮНЕСКО о создании центра «Устойчивое развитие горных территорий»

   A series of appeals to the Secretary General of UNESCO concerning the idea of establishment of the centre “Sustainable development of mountain territories” were made by the President of RNO-Alania Alexander S.Dzasokhov

3. проведена в 2005г. в штаб-квартире ЮНЕСКО презентация центра «Устойчивое развитие горных территорий» с предоставлением сведений о следующем:

   In 2005 in UNESCO headquarters the presentation of the centre “Sustainable development of mountain territories” was made. The following information was provided:

   • функциях и задачах центра

     the functions and tasks of the Centre

   • системе органов управления с учетом создания международного координационного Совета центра

     system of machinery of government taking into consideration the creation of the International coordinating board of the Centrep

   • источников финансирования

     funding sources

4. проведение под руководством главы республики Т.Д. МАМСУРОВА в 2007 г. II-го международного семинара по созданию центра «Устойчивое развитие горных территорий» в г. Владикавказе с участием полномочных представителей России, Армении, Азербайджана, Франции, Швейцарии, Турции и Киргизии. Участники семинара поддержали создание центра в г. Владикавказе

   In 2007 the IInd international seminar on establishment of the centre “Sustainable development of mountain territories” was held in Vladikavkaz with the participation of plenipotentiaries of Russia, Armenjia, Azerbaijan, France, Switzerland, Turkey and Kirgizia. The participants of the seminar supported the idea of establishment of the centre in Vladikavkaz.

5. по представлению главы республики Т.Д. МАМСУРОВА Правительством РФ, протокольным решением от 28 июня 2007г. №25 (раздел II, п. 12) принято решение о создании на базе СКГМИ (ГТУ) во Владикавказе международного инновационно-технологического центра «Устойчивое развитие горных территорий»

   According to the introduction of the Head of RNO-Alania Taimuraz Dz.Mamsurov and the Government of the Russian Federation, and according to the protocol decision of 28 July, 2007 №25 ((section II, item12) the decision on establishment in Vladikavkaz the International innovation scientific and technological centre “Sustainable development of mountain territories” was taken

6. по согласованию с Минэкономразвития, Минфином, Минобрнауки РФ Ученый Совет СКГМИ (ГТУ) от 26 марта 2008г. № 7 принял решение о создании международного инновационного научно-технологического центра «Устойчивое развитие горных территорий » на базе института геологии и рационального природоиспользования СКГМИ (ГТУ) (основатель института академик РАН Гончаров В.). Структура центра имеет вид:

   In agreement with the Ministry of economic development, the Ministry of Finance, the Ministry of education and science of the Russian Federation, the Academic Council of NCIMM(STU) made the decision of 26 March,2008 on establishment of the International innovation scientific and technological centre “Sustainable development of mountain territories” on the basis of Institute of geology and conservation of nature, NCIMM(STU). The founder of the Institute was academic of the Russian Academy of Sciences V.Goncharov. The structure of the Centre is presented in what follows:

   • от Республики Южная Осетия – Кусраев А.Г., д.ф-м.н., министр образования и науки РЮО

     from the Republic of South Ossetia- A.G.Kusraev, Sc.D., Professor, Minister of education and science of the Republic of South Ossetia

7. Ученым Советом СКГМИ (ГТУ) в установленном порядке утверждено :

   The Academic Council of NCIMM(STU) in accordance with established procedure approved:

   • положение о МИНТЦ «Горы» (2008г.)

     the Regulations of the IISTC “Mountains” (2008)

   • концепция деятельности МИНТЦ «Горы» «Через международное сотрудничество к устойчивому развитию Кавказа»

     the Concept of the IISTC " Mountains " activity:“Through the international cooperation to the sustainable development of the Caucasus”

   • план деятельности МИНТЦ «Горы» на 2009-2010 гг. по участию и проведению международных мероприятий в области устойчивого развития горных территорий

     the Plan of the International innovation scientific and technological centre «Mountains»

   Вывод:

   Conclusion:

   Первый этап заявки презентации и создания центра выполнен полностью в соответствии с директивами ЮНЕСКО

   The first stage of application, presentation and establishment of the Centre is accomplished in compliance with the directives of UNESCO

Для обоснования решения Комиссии Секретариата ЮНЕСКО о целесообразности присвоения международному инновационному научно-технологическому центру «Устойчивое развитие горных территорий» (МИНТЦ «Горы») центр под эгидой ЮНЕСКО (2 категории) по поручению руководства РСО-Алания представляем испрашиваемые характеристики центра

With the purpose of feasibility study by the Commission of UNESCO Secretariat of conferment Category 2 under the aegis of UNESCO to the International innovation scientific and technological centre “Sustainable development of mountain territories» we present by order of the Government of RNO-Alania the requested characteristic of the Centre

Взаимосвязь целей деятельности МИНТЦ «Горы» с уставными целями ЮНЕСКО

Interrelation of the IISTC”Mountains” activity aims and the aims required by the Rules of UNESCO

Основная цель ЮНЕСКО заключается в том, чтобы содействовать укреплению мира и безопасности путем расширения сотрудничества народов в области образования, науки и культуры в интересах обеспечения всеобщего уважения, справедливости, законности и прав человека, а также основных свобод, провозглашенных в Уставе Организации Объединенных Наций, для всех народов без различия расы, пола, языка или религии.

The main objective of UNESCO is to assist in strengthening of peace and safety by means of increase of cooperation between nations in the fields of education, science and culture for the sake of guaranteeing of universal respect, justice, legality and human rights, as well as fundamental freedoms declared in the Charter of the United Nations, for all people without distinction of race, sex, language or religion.
